Notes and sources
Alliance only: the Proudmoore Admiralty is an Alliance reputation, so a Horde character cannot buy this.
The journal names Tiragarde Sound, but she stands inside Boralus, and the coordinates are on the Boralus city map: Wowhead's tooltip has her at 67.4-67.6, 21.4-21.8, wow.gg at 67.5, 21.6. On the Tiragarde Sound map the same spot is 73.7, 25.0, worked out from the game's map tables.
Price: the journal, Wowhead's tooltip, the wiki's page for the reins and wow.gg all say 10,000 gold, while the wiki's vendor table for Provisioner Fray (last edited 2025) lists 5,000 for this mount and for the Proudmoore Sea Scout. The 10,000 is kept here; whether Exalted takes the usual fifth off was not established.
Blizzard has announced that Battle for Azeroth reputations, this one included, become Warband-wide in patch 12.1.5, reported for 13 October 2026 (Blizzard Watch). Until then Exalted is needed on the buying character, and how standings earned on several characters will be combined has not been said. The time to Exalted is a rough estimate.
Confidence in this entry: medium. Looked up in 2026.
