Notes and sources
Gottum is neutral and trades with both factions (wiki). The wiki and Wowhead's tooltip for him agree on 70.8, 56.4. He also sells the Blue and Yellow Marsh Hoppers at the same price, so the three together come to 999,999 gold.
No source names a reputation, a quest or a level beyond the mount's own (level 17 and Apprentice Riding, by the wiki), and Wowhead's tooltip for the item has no reputation line. Whether a reputation discount applies to his price was not looked up. Added in patch 8.1.0.
Nazmir is on the Horde's continent, and how an Alliance character first gets to Zandalar was not established. The wiki's page for the Alliance war campaign lists a quest Foothold: Nazmir, and its page for Fort Victory in Nazmir shows a flight master there, but neither page says how the crossing from Boralus is made. No Wowhead page was opened for this mount.
