Notes and sources
The journal leaves out the reputation, and so does the wiki's page for the mount, which says only 'Horde' and 10 gold. The wiki's page for the vendor, as read for the Great Brown Kodo, says 'Only tauren can buy from Harb by default; other characters must be exalted with Thunder Bluff', and his gossip says the same. Not confirmed in the game. Whether a Highmountain tauren counts as a tauren for him was not established for that mount either.
The mount is account-wide once learned, so any tauren on the account can buy it. Harb also sells the Great Brown and Great White Kodos at 10 gold and three plain kodos at 1 gold.
He is in Bloodhoof Village, not in Thunder Bluff. The coordinates are those of the Great Brown Kodo (Wowhead's 47.4-47.6, 58.0-58.2); the wiki has 47.5, 58.6, a few steps away.
The wiki has the mount at level 17 with Apprentice Riding since patch 9.0.1; the item binds when picked up.
These notes mirror the Great Brown Kodo's: same vendor, same price, same rule. Only the wiki's page for this mount was read for it; no Wowhead page was opened. Guide: the one linked for the Great Brown Kodo, a user-submitted Wowhead list of every racial mount with its vendor and the rule that they are bought by being Exalted with the faction or by being its race; it was not opened again.
