Sold by Katie Stokx, the horse breeder next to SI:7 just outside Old Town in Stormwind City, for 1 gold. A human buys it outright; any other Alliance race has to be Exalted with Stormwind first. Katie Hunter at the Eastvale Logging Camp in Elwynn Forest, Unger Statforth in Menethil Harbor and Gregor MacVince in Theramore sell it as well.

Before you go
- Exalted with Stormwind, unless the buyer is a human: the Stormwind Tabard from Captain Lancy Revshon, worn in dungeons, turns their reputation into Stormwind's; quests in Elwynn Forest, Westfall, Redridge Mountains, Duskwood and the other Stormwind zones, the cooking and fishing dailies in the city and the Argent Tournament count too · about 4 h
- 1 gold
In all: about 4 h of play, 1 gold, starting from nothing.

/way is for the TomTom addon. Travel times are estimates: flying at 55 yards a second in a straight
line and 30 seconds for a portal.
Notes and sources
The journal leaves out the reputation. The wiki's page for the vendor says only humans can buy from her by default and other characters must be Exalted with Stormwind; that was not confirmed in the game. The mount is account-wide once learned, so any human on the account can buy it for 1 gold and skip the reputation.
The time given for the reputation is the weak figure. The wiki says a city tabard has worked in dungeons of any level since patch 4.0.3a, but it gives no amounts for the capital cities, does not say whether that still holds in current patches, and gives no reputation totals or starting standing for non-humans.
Katie Stokx has stood in Stormwind since patch 4.0.3a (wiki); Wowhead's tooltip and the wiki give the same coordinates for her. Katie Hunter in Elwynn Forest is at 84.0, 65.4 (Wowhead's tooltip).
Wowhead's list of sellers shows 1 gold at Katie Hunter and Gregor MacVince and 80 silver at Katie Stokx and Unger Statforth, which looks like a reputation discount caught in its data; the journal and the wiki say 1 gold.
The item is the Pinto Bridle. Wowhead's page lists every Alliance race, the Earthen, Haranir and Dracthyr included, as able to use it, and asks for Apprentice Riding; the wiki has it at level 10 since patch 9.0.1. Wowhead says 72% of profiles have the mount. The comments on Wowhead's page for the item are from 2015 or earlier.
Guide: Wowhead's is a user-submitted list of every racial mount with its vendor. It names the Pinto Bridle under Katie Stokx, gives the rule that these are bought 'by being Exalted with their respective faction, or by being the race it's part of' and adds that they are shared with their Horde counterparts, but it does not say how the reputation is earned.
