No place is given because there is nowhere to go for the mount itself: it comes with the 350th countable mount.
The achievement exists once for each faction (Wowhead achievements 12931 and 12932, the second marked Alliance only), both with the same text, 'Obtain 350 mounts (usable by a single character)', account-wide progress and the same reward; the wiki files it under account-wide achievements. It is the ninth of twelve in the mount-count series, after Lord of the Reins (300) and before A Horde of Hoofbeats (400, reward Frenzied Feltalon).
Added in patch 8.0.1; the mount had been in the game's data since 7.0.3 without a source (wiki). The item binds when picked up and needs level 10 (wiki). How the item is delivered (in the mail or straight into the bags) was not found. The journal files the mount under drops; Wowhead's tooltip and the wiki give the achievement as its only source.
