Sold by Provisioner Mukra, the Service Medal Quartermaster in the Port of Zandalar, for 750 Honorbound Service Medals. The medals are the pay of the Horde's side of the Battle for Azeroth warfronts: the world quests in Arathi Highlands and Darkshore while the Horde holds the zone, the warfront quests, the faction assaults and the Honorbound's paragon caches.

Notes and sources
The journal's cost of 750 is Honorbound Service Medals (wiki, edited 2025), and its zone, Zuldazar, is the city of Dazar'alor. Provisioner Mukra stands in the Port of Zandalar (wiki), at 51.2, 95.2 by Wowhead's tooltip as read for the Rubyshell Krolusk (the wiki had 51.2, 95.0). No reputation is asked; the item asks for level 10, is unique and binds when picked up (wiki).
Learning this mount also teaches the Alliance's Priestess' Moonsaber (wiki), so an account can earn it from the Alliance side as well. That one costs 750 7th Legion Service Medals from Provisioner Stoutforge in Boralus, and a 2026 Wowhead comment on it says the same.
The medals have been Warband-transferable since patch 11.0.0 (wiki), though not from one faction to the other, so the days needed divide by the number of Horde characters collecting. The warfront quests are the quicker source when a warfront can be got going: 2025 comments on the Priestess' Moonsaber tell of 65 medals a character from one Heroic Darkshore run and 30 from Heroic Stromgarde. A Heroic warfront is entered as a raid made up beforehand and is not needed for this mount, so no group size is given.
World quests in the two zones are only up while the Horde holds the zone; how the cycle turns in 2026, and how often assaults come now, was not established. The guide linked is Wowhead's, last updated in 2020; it lacks the Heroic quests.
Confidence in this entry: medium. Looked up in 2026.
