From Island Expeditions, in two ways at once. It is a rare reward at the end of an expedition on which necromancers were among the island's enemies, and it can be inside Havenswood Salvage, a crate that the salvage captain beside the Expedition Map sells for 175 Seafarer's Dubloons in the weeks he has it. The dubloons come from the expeditions themselves.
Chance 12.06% per try, so about 8 tries on average — Per crate. Wowhead: 165 mounts in 1,368 opened Havenswood Salvage (read 2026-10-10). Guides say 12-14% (wow.gg) and about 5% (conquestcapped). The chance of the end-of-expedition reward was never published; the same guides guess under 1%, or 100-200 expeditions

/way is for the TomTom addon. Travel times are estimates: flying at 55 yards a second in a straight

Notes and sources
About 8 crates are expected at Wowhead's figure (a count of crates opened since patch 8.3), some 1,450 dubloons. The hours counted are for one crate, and the dubloon rate is the least certain figure. The time on the spot is buying and opening a crate; an expedition itself is the 6 minutes counted above.
The captain carries three island crates a week out of eleven, so Havenswood Salvage is not on sale every week. The wiki says a crate is offered when its island is one of that week's three; a Wowhead comment from the 8.3 test realm says the crates rotate separately from the islands. Dubloons keep, and have moved between a warband's characters since patch 11.0, so they can be saved for the week it appears.
Every expedition with necromancers on the island carries the direct chance as well; which enemies turn up is random, and since patch 8.1 their being there is enough. A hotfix of 17 June 2026 put expedition queueing right again in Midnight (wiki).
