Sold by Provisioner Stoutforge, the Service Medal Quartermaster in Boralus Harbor, for 200 7th Legion Service Medals. The medals are the pay of the Alliance's side of the Battle for Azeroth warfronts: the world quests in Arathi Highlands and Darkshore while the Alliance holds the zone, the warfront quests, the faction assaults and the 7th Legion's paragon caches.

Notes and sources
The wiki's page for the mount has 200 7th Legion Service Medals from Provisioner Stoutforge in Boralus, Alliance only, level 10 since patch 9.0.2, added in patch 8.1.0. The zone the journal and Wowhead give, Tiragarde Sound, is the city of Boralus. The coordinates are Wowhead's tooltip position for Stoutforge, as read for the Priestess' Moonsaber; the wiki has 66.88, 25.78.
The two Krolusks turn into each other across factions (Wowhead's guide for the Rubyshell Krolusk and its comments of 2019): an account that buys the Rubyshell Krolusk from Provisioner Mukra in the Port of Zandalar for 200 Honorbound Service Medals has the Azureshell on its Alliance characters, so it can be earned from the Horde side as well. The wiki's page for this mount does not mention that.
The medals have been Warband-transferable since patch 11.0.0 (wiki), so the days needed divide by the number of Alliance characters collecting. The warfront quests are the quicker source when a warfront can be got going: a 2025 comment on the Priestess' Moonsaber made 65 medals a character from one Heroic Darkshore run, which finishes both the normal and the Heroic quest. A Heroic warfront is entered as a raid made up beforehand, and the normal queue starts once 5 players are in it (wiki, patch 9.1.5). Neither is needed for the mount, so no group size is given.
World quests in the two zones are only up while the Alliance holds the zone; how the cycle turns in 2026, and how often assaults come now, was not established. Wowhead's guide was last updated in 2020 and lacks the Heroic quests.
The place given above, the first requirement, the medal amounts and the guide are those of the Priestess' Moonsaber (same vendor and currency, 750 medals there) and the Rubyshell Krolusk (the Horde's twin of this mount), and were not checked again for this one.
Confidence in this entry: medium. Looked up in 2026.
