Drops from Dunegorger Kraulok, the Battle for Azeroth world boss at the Bone Pit in Vol'dun, as the item Slightly Damp Pile of Fur. He is only there in the week his world quest, Sandswept Bones, is up, which is one week in six. Each character can loot him once in that week.
Chance 6.51% once a week, so about 15 tries on average — Wowhead item page and tooltip: 128 in 1,966 recorded loots of Dunegorger Kraulok (read 2026-10-10). A small sample; players' reports suggest the real chance may be lower

The Battle for Azeroth world quests do not have to be unlocked: Wowhead comments of 2024-2026 report the drop on characters that had never been to the expansion's zones, and that every character on the account can loot him once in his week.
About 15 kills are expected at 6.51%, but reports on Wowhead run from the 6th kill through the 30th to none in 90, so the figure is uncertain. A Wowhead comment says the bonus roll cannot give it.
The coordinates are Wowhead's (44.0-44.6, 55.4-56.6); the wiki has 44, 55.8.
