Rei Lun, a rare cloud serpent in the Hall of the Serpent at the bottom of the Guo-Lai Halls, has a small chance to drop a Pristine Cloud Serpent Scale. Zhang Ku, the Rajani provisioner in the south of the Vale (44.4, 75.2), hands over the mount for one scale; no reputation is asked. Rei Lun is only there in the Battle for Azeroth version of the Vale while the mogu assault, The Warring Clans, is the one running, and each character can loot it once a day.

Notes and sources
The journal's 'Cost: 1' is one Pristine Cloud Serpent Scale (wiki; Wowhead's sold-by list shows item 174230 as the price). The scale binds when picked up and is unique. At 2.39% that is about 42 kills on average.
Rei Lun is underground: the halls' entrance is at 22.2, 24.6 (two Wowhead comments), and Wowhead's tooltip puts Rei Lun at 21.4-22.6, 12.4-14.0 on the Vale's map, straight ahead from the door and down to the lowest room.
Rei Lun comes back every 30 to 60 minutes, about 40-45 on average (Wowhead comments of 2021 and 2022), so the time on the spot is an estimate for arriving at a random moment. Several characters can each loot it once a day (a comment names a tracking quest, 57346).
Zhang Ku is at 44.4, 75.2 by Wowhead's map pin; the wiki names his spot the Silent Sanctuary. The most-voted Wowhead comment (2020) says the legendary cloak is not needed and that there is no reputation requirement; the wiki's vendor table lists the mount without one.
The Vale has to be in its Battle for Azeroth state: a 2024 comment says Zidormi may have to be spoken to. Wowhead's guide (2020) describes the assaults as they still run; mid-week changes are Fridays 7 pm Pacific on US realms. The same assault's other rares (Anh-De the Loyal, Ha-Li, Houndlord Ren) have mounts of their own.
