Notes and sources
Nalcorn Talsen in Maldraxxus sells it, at 50.8, 53.4 (the wiki and Wowhead's guide, as for the Colossal Slaughterclaw). The wiki names a second seller, Dar Vattish (NPC 176067, Undying Army Quartermaster) in the Enclave in Oribos, but its page for her gives no coordinates, so the place given above is Nalcorn Talsen, whom the journal names.
Vendor, price and reputation agree across the journal, Wowhead's tooltip and the wiki, as read in 2026: 'Requires The Undying Army - Exalted', 30,000 gold, no covenant named, level 10, binds when picked up, added in patch 9.0.2.
The wiki's stock list for the two sellers shows the mount at 25,500 gold, which is 30,000 less 15%: a reputation discount as whoever recorded it saw it. What an Exalted buyer pays exactly was not established (the usual Exalted discount is 20%, which would be 24,000); 30,000 is the list price.
The confidence is medium only because of the time to Exalted: it is carried over from the Colossal Slaughterclaw, where it was worked out from a guide written in 2021 without checking how many world quests and callings Maldraxxus offers a day now. The Colossal Slaughterclaw's notes also say that the faction has been a Warband reputation since patch 11.1.5 (wiki), that a Contract: The Undying Army adds 10 reputation to every Shadowlands world quest, and that the Necrolord Assault needs the Chains of Domination campaign through Focusing the Eye. Wowhead's own page for this item was not read; nothing was left open that it would settle.
