Craft it at the mount forge of Protoform Synthesis in Zereth Mortis from Schematic: Buzz, 500 Genesis Motes, a Vespoid Lattice and a Protoform Sentience Crown. The schematic is the part left to luck: it is a chance find in a Pulp-Covered Relic, a treasure that turns up at one of five spots by the vespoid hives and can be looted once a day. The crown is a rare drop from the automa creatures of the zone.
Chance 5.94% once a day, so about 17 tries on average — The chance is that of finding the schematic in one Pulp-Covered Relic; the craft itself is certain. Wowhead's page for the schematic (read 2026-10-11): 1,445 schematics in 24,327 recorded relics

Notes and sources
The journal says only 'Protoform Synthesis'. The drop and lockout given here are for the daily try for the schematic, the one part of the craft that waits on luck. About 17 relics are expected at Wowhead's rate; players report it after about 10 tries, and not after 15 and more.
A 2022 comment says the relic appears on a timer as the zone's rares do, so its spots have to be checked again and again. A visit is therefore a round of the five, counted here as ten minutes, and the place given above is the spot in the middle of the round, in the area where the Vespoid Flutterer's notes put the wasps that drop the lattice. Whether more than one relic can be up at once was not established. Wowhead's guide lists six waypoints, the sixth a repeat of the first (a 2024 comment).
The once-a-day limit rests on 2022 comments; one of 2023 looted two relics in a row, so it may have been lifted. The relic can sink into the hive scenery or stop answering a click (2022); the treasure mark on the minimap moves with it. A 2024 reply says the forge quests have to be done before the schematic can drop, beyond the Sopranian research.
A 2024 comment reports that Buzz and the Pale Regal Cervid did not show in the forge's menu after the quest was handed in, with a game master confirming a known bug; a later 2024 reply crafted it without trouble, and nothing later was found either way.
The recipe is 500 Genesis Motes, 1 Protoform Sentience Crown and 1 Vespoid Lattice (wiki, Wowhead's guide). The crown binds to the Warband, is Unique (3), and is shared with the Ineffable Skitterer and the Pale Regal Cervid (wiki). Wowhead's guide names Dominated Worldbreakers and Dominated Laborers for it and puts a rare reagent at about a 10% drop, far above the counts recorded. It also comes from an Olea Cache (179 in 22,954, 0.78%).
The Dominated Jiro are only out while Dangerous State is the day's quest (a 2024 comment), and the Blooming Foundry has to be opened by its own quests first (a 2024 comment). The Defective creatures around 61.1, 46.0 are named in comments of 2022 and 2023, with a Malfunctioned Constructor at 61.6, 42.7 in one of 2024.
The mount shares its research gate of about 10 days and the forge unlock with the other Protoform Synthesis mounts, and the Vespoid Lattice with the Bronzewing Vespoid, the Forged Spiteflyer and the Vespoid Flutterer. The forge where the mount is made is at 70.2, 28.6, the spot this guide's other forge mounts use. A flying mount; the item binds when picked up and asks for level 10 (wiki). Wowhead's guide was last updated in 2025.
