Reward of the quest Skyriding (called Dragonriding until patch 11.0), handed in to Lord Andestrasz at the Ruby Lifeshrine in the Waking Shores. It belongs to the zone's main story: Alexstrasza gives it at the Ruby Lifeshrine once For the Benefit of the Queen is done, and Lord Andestrasz stands a few steps away by the flight master.

Notes and sources
Most accounts that have Skyriding already have the mount: the wiki's patch notes speak of the Renewed Proto-Drake being granted to new accounts on learning dragonriding (hotfix of August 2023), and a 2024 Wowhead comment reports the mount and the achievement arriving the moment a first character reached level 70 without ever visiting the Dragon Isles. Whether that automatic grant still happens in Midnight, and at what level, was not established, so the quest is given as the route.
The quest starts with Alexstrasza at 62.3, 73.0 and ends with Lord Andestrasz at 57.7, 66.9 (wiki; Wowhead has him at 57.6, 66.8). Wowhead lists it as Skyriding (quest 68795, level 10), the wiki still as Dragonriding.
The journal names the achievement A New Friend as the source, but that achievement is only the record of having learned the mount (wiki: 'Unlock the Renewed Proto-Drake'); what gives the mount is the quest. The item asks for level 10 since patch 10.2.7 (wiki). The mount's looks are changed at a Rostrum of Transformation.
