Reward of the quest Shady Sanctuary, in the fourth chapter (Bonds Renewed) of the Ohn'ahran Plains storyline of the Dragon Isles campaign. Merithra gives it at the Shady Sanctuary, it is a round of four green dragons to speak to there, and she takes it in again. The mount comes as an item in the bags and has to be used.

line and 30 seconds for a portal. A star marks a portal that needs a quest or other unlock done first.
Notes and sources
The wiki's quest page (quest 70220) names only Merithra, at 28.26, 57.69, and its completion text is hers, so the place given above is both the start and the hand-in. Wowhead's tooltip for the quest lists the same four dragons to speak to, who stand around the sanctuary:
- Guard-Captain Alowen: 29.1, 55.3
- Sariosa: 29.8, 57.7
- Sidra the Mender: 30.2, 55.7
- Viranikus, on Merithra's Watch: 29.8, 60.0
The quest before it is With the Wind at Our Backs. Learning the mount awards the achievement Together in the Skies, and the quest also unlocks the Skyriding ability Winds of the Isles (wiki).
The journal files it under an achievement, 'Dragon Isles: Windborne Velocidrake'; no achievement of that name could be found to work towards, and the wiki, warcraftmounts.com and a 2023 Blizzard forum answer all give the Ohn'ahran Plains story.
An account that has finished the Dragon Isles campaign once has Adventure Mode, which lets later characters start the Ohn'ahran Plains straight from the Scouting Map in the Waking Shores; such an account has normally passed this quest already. Whether Midnight changed the order a first character has to play the Dragon Isles zones in, or grants the drake some other way, was not established.
The item has asked for level 10 since patch 10.2.7 (58 before). The mount list carries a second, hidden entry of the same name (mount 1787) with the same journal text; what tells the two apart was not looked into. No guide to earning the drake was found worth linking: Wowhead's pages on it are about customizations, wow.gg has none under the usual address, and progameguides.com could not be read (HTTP 403). The wiki's storyline page lists the quests in order.
