At Renown 30 with the Iskaara Tuskarr, Tatto the stable master in Iskaara gives the quest Our Ferocious, Armored Steeds, whose reward is a free choice of the Yellow or the Brown War Ottuk. He then sells the Yellow War Ottuk for 5 Mastodon Tusks, 5 Aquatic Maws and 1,000 Dragon Isles Supplies.

Notes and sources
The two war ottuks are the two choices of the same quest and cost the same, so the route, the place, the renown figures and the times are those of the Brown War Ottuk. The wiki's page for this mount says it "can be chosen as a quest reward from" Our Ferocious, Armored Steeds at Renown 30 "or purchased for 5 Mastodon Tusk 5 Aquatic Maw 1,000 Dragon Isles Supplies from Tatto or Murik in Iskaara". Wowhead's tooltip has Faction: Iskaara Tuskarr, Renown: 30, Vendor: Tatto, Location: Iskaara, Cost: 5 5 1000; the item binds when picked up.
The journal shows the cost only as "5 5 1,000" and does not mention the quest. The wiki lists Murik, the Keeper of Renown in Iskaara, as a second seller; the journal and Wowhead's tooltip name Tatto alone. Whether the quest can be done once per account or once per character is not established.
The renown time is the weak figure. From the notes for the Brown War Ottuk, not confirmed again here: Wowhead's guide calls this one of the slower Dragonflight reputations and gives no time; other characters of an account that already has the renown earn it faster; and Dragonflight renown has been warband-wide since patch 11.0 by the notes for the Azure Skitterfly.
Tatto's place is the one given for the Brown War Ottuk and the Yellow Scouting Ottuk (Wowhead: 13.8, 49.6). Added in patch 10.0.2 (wiki).
