Sold by Torallius the Pack Handler at the elekk stables outside the main entrance of the Exodar for 10 gold. A draenei buys it outright; any other Alliance race has to be Exalted with the Exodar first.

line and 30 seconds for a portal. A star marks a portal that needs a quest or other unlock done first.
Notes and sources
Torallius sells the Brown, Gray and Purple Elekks (1 gold) and the Great Blue and Great Green Elekks (10 gold) on the same terms, so the one reputation opens all six.
The journal leaves out the reputation. The wiki's page for Torallius states it: only draenei can buy from him by default, and other characters must be Exalted with the Exodar. The faction's page agrees; it was not confirmed in the game. Whether a Lightforged draenei counts as a draenei for this vendor was not established.
The vendor stands outdoors, so the journal files him under Azuremyst Isle. The coordinates here are the wiki's, on the Exodar city map, the same as for the Brown and Gray Elekks.
