Notes and sources
The journal shows the cost only as a number; it is Dragon Isles Supplies, and the journal leaves out the renown. Wowhead lists Harlowe Marl (creature 202468) as the only seller and puts her at 56.4, 55.6; the wiki has 56.5, 55.6.
Wowhead's renown guide lists the Morsel Sniffer at rank 18 as an account-wide unlock. What that means for a second character below Renown 18 was not established, though the wiki says the Loamm Niffen have been a Warband reputation since patch 11.0.
The guide dates from 2023, when the cavern was new. It gives 2,500 reputation a level and says the weekly quest and sniffenseeking open after the first chapter of the patch 10.1 story (Embers of Neltharion), so that chapter may have to be done before the reputation moves quickly; whether the renown can be started without it was not established. How long Renown 18 takes today is the weak part and the reason for medium confidence.
The reins bind when picked up and ask for level 45 (wiki); the mount is a flying shalewing. The item's Wowhead page has a single comment (2023), which confirms the renown rank and the vendor's place.
