Sold by Sorotis, the Ulderoth vendor among the Time Rift vendors at the Tyrhold Reservoir in Thaldraszus, for 3,000 Paracausal Flakes. The flakes come from Time Rifts, the event that starts there at the top of every hour. The same item can also drop from the boss at the end of a rift.
Time there about 2 min a visit
Before you go
- 3,000 Paracausal Flakes: 1,000 from the weekly quest When Time Needs Mending (complete one Time Rift), and from each rift 1-2 for every enemy, 30 for every task, 150 for the boss and the three reward boxes (20, 40 and 80). A rift starts every hour: about ten minutes of tasks, then the boss · about 2 h over 1 days
In all: about 2 h of play, spread over 1 days, starting from nothing.

Notes and sources
The journal's "Cost: 3,000" is Paracausal Flakes (wiki: 3,000 Paracausal Flakes from Sorotis at the Tyrhold Reservoir). Rifts are joined at Soridormi (51.1, 57.1, as for the Felstorm Dragon). A flying mount; the item asks for level 30 (wiki).
The journal names the drop first; the purchase is the route given because the drop's chance was never published and Wowhead's tooltip records none, as for the other Time Rift mounts (the White War Wolf, Ravenous Black Gryphon, Felstorm Dragon, Sulfur Hound, Perfected Juggernaut and Scourgebound Vanquisher), which this one mirrors. By the Wowhead guide used for those, every vendor item can drop from the boss of its own timeline, Ulderoth for this mount, and the rifts' reward boxes can hold the mounts too; Wowhead's page for the item was not read.
Sorotis is a dracthyr with two titles on the wiki, Lead Titan Researcher (in Valdrakken, creature 195768) and Ulderoth Vendor (at the reservoir, creature 208343); the wiki says she is found there 'as the vendor for Ulderoth items during Time Rifts' and gives no coordinates. The place given is Wowhead's tooltip position for her (creature 208343, 'Ulderoth Vendor': 51.0, 56.6), the spot the other rift vendors have. No source says outright that the vendors stand there between rifts.
Besides the mount she sells the Briarhorn Hatchling (2,750 flakes), four armour ensembles (2,500 each), a tabard, a trinket and cosmetic weapons.
