Sold by Talisa Whisperbloom, the Dreamseed Botanist at the Central Encampment in the Emerald Dream, for 1 Seedbloom once the Dream Wardens are at Renown 18. A Seedbloom is the reward of her weekly quest Blooming Dreamseeds: plant three dreamseeds at Emerald Bounties. Her sister Sylvia Whisperbloom in the Wildling Garden sells the same reins.

Notes and sources
The journal's "Cost: 1" is one Seedbloom (item 211376, binds when picked up). Wowhead's item page says "Requires Renown Rank 18 with the Dream Wardens" and lists both sisters as sellers at 1 Seedbloom: Talisa at the Central Encampment (wiki: 49.8, 62.1) and Sylvia at the Wildling Garden (wiki: 59.8, 16.9); the journal names only Talisa. Talisa sells five more mounts for a Seedbloom each at the same rank.
The same reins can also come out of a Dreamseed Cache, the chest an Emerald Bounty leaves: Wowhead lists 17 Dreamseed Cache objects with 1,002 mounts in 207,944 loots between them (about 0.5%, single objects from 0.3% to 1.1%), pooled over all seed sizes, and players and the wiki tie the mount to Gigantic Dreamseeds. The Seedbloom is the sure way and the one described.
The time to Renown 18 is the weak figure; Wowhead's guide was written for patch 10.2 and gives amounts, not a pace, and whether a character that arrives today gets any reputation boost was not established. The wiki says Dream Wardens renown has been warband-wide since patch 11.0.
