Sold by Deathguard Netharian in Orgrimmar's Valley of Strength for 1 Vicious Saddle. Saddles come from the current rated PvP season: wins at 1,000 rating or more fill the Season Rewards bar, the first full bar gives that season's own vicious mount, and every further full bar gives a Vicious Saddle.

Notes and sources
The journal still calls it the Dragonflight Season 3 reward; the vicious mounts of past expansions were moved to the saddle vendors, and the wiki lists this one on Deathguard Netharian. Wowhead's page for the Horde item (210069) confirms the Horde sale too: its sold-by list has Deathguard Netharian in Orgrimmar at 1 Vicious Saddle, and a 2024 comment says the mount has been on sale there since The War Within launched.
Saddles can only be earned while a rated season is running: Midnight Season 2 began on 18 August 2026 (wiki). The saddle binds to the character that fills the bar, so that has to be a Horde character.
This is the Horde mount; the Alliance one of the same name is sold by Necrolord Sipe in Stormwind, which Wowhead confirms at 1 Vicious Saddle.
Confidence in this entry: high. Looked up in 2026.
