Sold by Talisa Whisperbloom, the Dreamseed Botanist at the Central Encampment in the Emerald Dream, for 1 Seedbloom once the Dream Wardens are at Renown 18. A Seedbloom is the reward of her weekly quest Blooming Dreamseeds: plant three dreamseeds at Emerald Bounties. Her sister Sylvia Whisperbloom in the Wildling Garden sells the same reins.

Notes and sources
The journal's and the tooltip's 'Cost: 1' is one Seedbloom: Wowhead's sold-by list has the reins at 1 of item 211376 from two Dreamseed Botanists, Talisa Whisperbloom (npc 212797) and Sylvia Whisperbloom (npc 211265), and the item's tooltip there reads 'Requires Renown Rank 18 with the Dream Wardens'. The journal names only Talisa, whom the wiki puts at 49.77, 62.11; the Morning Flourish Dreamsaber's notes have Sylvia at the Wildling Garden, 59.8, 16.9. The Seedbloom binds when picked up (wiki), so the character that did the weekly quest is the one that buys.
The same reins can also come out of the Dreamseed Cache an Emerald Bounty leaves: Wowhead recorded 940 in 207,944 openings (0.45%), added up over 17 Dreamseed Cache objects that run from 0.33% to 0.75% and are not told apart by seed size. The wiki ties the mount to the Gigantic Dreamseed, and a 2023 commenter had it from a bounty before reaching the renown. A 2026 comment took it from a bounty fed to 100/100 and says the seed's size does not matter once the plant is full, which was not confirmed. The Seedbloom is the sure way and the one described here.
Talisa sells five more mounts for a Seedbloom each at the same rank (wiki), the Springtide Dreamtalon among them, so each takes a week's quest of its own. In the first week of patch 10.2 (2023 comments) the mount vanished from the vendor and from the caches for anyone who had learned the Springtide Dreamtalon; a comment of 14 November 2023 says it was fixed.
The time to Renown 18 is the weak figure: it is another mount's estimate laid over a guide's 'week 4-5', and what a character arriving today is given by the campaign was not worked out. A 2023 commenter on Wowhead's guide calls the weekly amounts small once the one-off sources are used up, and others there name supply shipments and Dream Wardens Commendations (250 each) as further sources. Dream Wardens renown counts for the whole Warband (wiki, as noted for the Evening Sun Dreamsaber; wow.gg calls it account-wide).
Guides: Wowhead's Dream Wardens guide (updated 2023, not revised since Dragonflight) lists this mount at 1 Seedbloom, says mounts open at Renown 18 and gives the ways to earn renown; wow.gg's guide (updated 2026) is written for this mount. Added in patch 10.2.0.
