Sold by Elianna, the Dream Infuser at the Central Encampment in the Emerald Dream, for 1 Dream Infusion. She only offers it to a collection that already holds another ottuk mount. A Dream Infusion is what she hands over each time her Dream Energy bar is full: 7,000 points, earned by activities in the Emerald Dream, at most one infusion a day.

Notes and sources
The journal's and the tooltip's "Cost: 1" is one Dream Infusion; Wowhead's sold-by list shows Elianna (NPC 211209) at 1 of currency 2777, and the wiki names it. The coordinates are Wowhead's tooltip for her, and the wiki's quest page has the same.
The ottuk rule: the wiki says "after obtaining any other ottuk mount", and the item reads that an ottuk mount must be in the collection. A 2023 Wowhead comment lists the eight items that count, by id; the wiki's list of ottuk mounts has eight besides Delugen and the later Bestowed Ottuk Vanguard, and those eight are the ones in the comment, though the ids were not matched one by one. Whether the Bestowed Ottuk Vanguard (achievement Flight Club) counts was not established. The scouting ottuks need Renown 25 with the Iskaara Tuskarr and are sold by Tatto or Murik (wiki).
Only one Dream Infusion can be held at a time, and the bar does not offer a new one until it is spent: on Elianna's own Wowhead page this statement (2023) stands at +110, though the same comment elsewhere was rated down. A 2023 comment there adds that Dream Energy earned while a full bar waits to be handed in is lost.
Not established: whether Dream Energy and the bar are shared between characters, and whether Emerald Reawakening has to be done on each character; Dream Wardens renown itself is a Warband reputation since patch 11.0 (wiki). The time for 7,000 Dream Energy is the weak figure: for a character that still has the campaign and side quests to do it comes quickly, for one that has done them it rests on the weekly quests, Superblooms and world quests.
Guides: Wowhead's Emerald Dream guide (updated 2024) has a section, Dream Infusions, that explains the bar and lists Delugen with the same eight ottuks, hedged as 'likely requires one of'. Its Dream Wardens renown guide (2023) covers the way to Renown 5 but has the infusions come from rare elites once a day, which is not how the other sources have it. Both date from Dragonflight and have not been revised since.
