Sold by Elianna, the Dream Infuser at the Central Encampment in the Emerald Dream, for 1 Dream Infusion. She only offers it to a collection that already holds another dreamtalon mount. A Dream Infusion is what she hands over each time her Dream Energy bar is full: 7,000 points, earned by activities in the Emerald Dream, at most one infusion a day.

Notes and sources
The journal's and the tooltip's "Cost: 1" is one Dream Infusion; Wowhead's sold-by list shows Elianna (NPC 211209) at 1 of currency 2777, and the wiki names it. The coordinates are Wowhead's tooltip for her.
The dreamtalon rule: the item reads 'You must have a Dreamtalon mount in your collection to be able to infuse a new one with dream energy', and the wiki says it is sold 'after obtaining any other dreamtalon mount' and that the Vicious Dreamtalon (a PvP reward of Dragonflight Season 4) does not count. A 2023 Wowhead comment (+40) lists the three items that do, by id; their tooltips are the Reins of the Ochre, the Snowfluff and the Springtide Dreamtalon, the same three that Wowhead's Emerald Dream guide names, hedged as 'likely requires one of'. The wiki's list of dreamtalon mounts has those three, Talont and the Vicious Dreamtalon and no other.
One Dream Infusion buys one of Elianna's mounts, so Talont, Delugen and her others each take an infusion of their own, a week or so apart by the estimate above. The time for 7,000 Dream Energy is the weak figure: for a character that still has the campaign and side quests to do it comes quickly, for one that has done them it rests on the weekly quests, Superblooms and world quests.
Not established: whether Dream Energy and the bar are shared between characters, whether Emerald Reawakening has to be done on each character, and whether more than one Dream Infusion can be held (a Wowhead comment noted for Delugen says only one). Dream Wardens renown itself is a Warband reputation since patch 11.0 (wiki, as noted for Delugen).
Guides: Wowhead's Emerald Dream guide (updated 2024) has a section, Dream Infusions, that explains the bar and lists Talont with the three dreamtalons; its Dream Wardens renown guide (2023) covers the way to Renown 5. Both date from Dragonflight and have not been revised since; the three Wowhead comments on the item are from 2023 and 2024, and nothing written since Midnight was found. Added in patch 10.2.0; the item binds when picked up and asks for level 10 (wiki).
