Sold by Elianna, the Dream Infuser at the Central Encampment in the Emerald Dream, for 1 Dream Infusion. She only offers it to a collection that already holds another salamanther mount. A Dream Infusion is what she hands over each time her Dream Energy bar is full: 7,000 points, earned by activities in the Emerald Dream, at most one infusion a day.

Notes and sources
The journal's and the tooltip's "Cost: 1" is one Dream Infusion: Wowhead's sold-by list shows Elianna (npc 211209) alone, at 1 of currency 2777, and the wiki names it. Her coordinates are Wowhead's tooltip for her, as for Talont.
The salamanther rule: the item reads 'You must have a Salamanther mount in your collection to be able to infuse a new one with dream energy', and the wiki says it is sold 'after obtaining any other salamanther mount'. Wowhead's Emerald Dream guide (updated 2024) lists the Ancient Salamanther and the Stormhide Salamanther, hedged as 'Likely requires one of', and a 2023 comment (+7) names the same two items (192772, whose tooltip is the Ancient Salamanther, 'Drop: The Forbidden Reach', and 192775). The game has a third, the Coralscale Salamanther (reward of the achievement Into the Storm), which neither names; whether it counts was not established. The wiki's salamanther page lists only the Ancient and the Stormhide beside Salatrancer.
One Dream Infusion buys one of Elianna's mounts, so Salatrancer, Talont, Delugen and her others each take an infusion of their own. The time for 7,000 Dream Energy is the weak figure: with the campaign and side quests still to do it comes quickly; afterwards it rests on the weekly quests, Superblooms and world quests.
Not established, as for Delugen and Talont: whether Dream Energy is shared between characters, whether Emerald Reawakening has to be done on each character, and whether more than one infusion can be held. On the wiki Emerald Reawakening is given by Melsysra and ends with Elianna, and Green Dream Team and Mean Green Infusion Machine follow it.
Wowhead's guide dates from Dragonflight and has not been revised since; the four comments on the item are from 2023 and 2024, and nothing written since Midnight was found. Added in patch 10.2.0; the item binds when picked up and asks for level 10 (wiki).
