Sold for 270 Love Tokens by the Lovely Prizes and Heirlooms vendor at the Gala of Gifts while Love is in the Air is on: Kiera Torres outside Stormwind's front gate for the Alliance, Lythianne Morningspear south-west of Orgrimmar's front gate for the Horde. Love Tokens come from the holiday's opening quests, its two daily quests and the daily Heart-Shaped Box.

The opening quests pay 140 once for each character each year (Take a Look Around 10, I Smell Trouble 15, An Unwelcome Gift 15, Crushing the Crown 50, The Stench of Revenge 50). Each day then brings two daily quests at 10 each (a Getaway to a scenic location and a Gift of Self-Care) and the Heart-Shaped Box from the Crown Chemical Co. fight in Shadowfang Keep with 5 to 11 · about 3 h over 5 days
In all: about 3 h of play, spread over 5 days, starting from nothing.

Notes and sources
Next holiday: 8 to 22 February 2027 (Wowhead's guide, updated 2026), so at this check it is four months away; the wiki adds that a holiday reward's return next year is never promised. The journal's 'Cost: 270' is Love Tokens: Wowhead's sold-by list shows the two vendors at 270 of item 49927, and the wiki and Wowhead's guide agree.
Tokens over the whole holiday, by Wowhead's guide: 500 to 584 from the opening quests, the dailies and the box, 640 to 724 with the daily donation. So one character can afford this mount in the first week and a second reward of 270 tokens (the Swift Lovebird) in the second. A 2024 Wowhead comment (+21) reckons 160-170 tokens on the first day and four more days at the least, donating every day.
The donation turns gold into tokens and is not counted in the requirements: 10,000 gold given to Galvus Ironhammer at Stormwind's gala or Torgando Featherhoof at Orgrimmar's, once a day, brings a Bundle of Love Tokens with 10 by mail a few minutes later; with it the mount takes four days.
The tokens are an item, not a currency; the wiki says they bind to the Warband since patch 11.0.7 (stack of 9,999), so several characters' tokens could be pooled (two characters' opening quests alone come to 280), which no player report confirms. Wowhead's guide says the tokens vanish when the event ends.
Level: buying the mount once took level 45, and the wiki still says so; the commenter who reported it (2024, +27) edited the comment to say that in 2026 any character can buy it, and Wowhead's tooltip shows no level. A 2026 comment (+13): if the mount will not learn from the bag, put it on an action bar and use it from there. The item binds when picked up and, unlike the holiday's older vendor mount, cannot be sold on (2024 comment).
The box is one for each character each day and comes from the holiday fight entered through the Group Finder (as for the Spring Butterfly). Wowhead's guide puts a portal to the Gala of Gifts in Dornogal, across the street from the bank. Coordinates: Wowhead's tooltips for the two vendors; the wiki has Kiera Torres at 32.2, 50.5 as well and gives none for Lythianne Morningspear. Added in patch 10.2.5 (January 2024).
