Sold by Necrolord Sipe, the Combatant Mount Quartermaster in Old Town, Stormwind City, for 1 Vicious Saddle. It was the reward of The War Within's first PvP season and has since moved to the saddle vendor. A saddle is earned in rated PvP: wins at 1,000 rating or more fill the Season Rewards bar; the first full bar of a season gives that season's own vicious mount, and every further full bar in the same season gives a Vicious Saddle.
Time there about 1 min a visit

- 1 Vicious Saddle: fill the Season Rewards bar a second time in the same season · about 20 h
In all: about 40 h of play, starting from nothing.

Notes and sources
This is the Alliance mount (item 223511), sold by Necrolord Sipe in Stormwind City for 1 Vicious Saddle (the wiki's page for the mount, 2026). The Horde Vicious Skyflayer (item 221813) is a separate mount sold by Deathguard Netharian in Orgrimmar.
The journal and Wowhead's tooltip still give only the old source, The War Within Season 1, and name no vendor. That season is over, but the wiki's page for the vendor (2026), as read for the Vicious Electro Eel, has the Skyflayer in his stock beside the mounts of the two later War Within seasons. Wowhead's sold-by list was read for the Horde item and not for this one.
Saddles can only be earned while a rated PvP season is running: the wiki's page for Midnight Season 2 (2026) gives its start as 18 August 2026 and its end as ongoing; its own mount is the Vicious Lightbloom Boar. The wiki's wording for the saddle: one 'each time the Rated PvP progress bar is filled to 100% after the current seasonal mount has been earned'. The rules for the saddle are those found for the Vicious Electro Eel and the Horde Skyflayer.
The saddle binds when picked up and the vendor is an Alliance one, so the bar has to be filled on an Alliance character. The guide gives no win count for Solo Shuffle or Battleground Blitz, and the points a win pays this season were not found; the bar on the Rated tab of the PvP window shows the progress.
A flying mount; the wiki gives level 10 for the Alliance item and level 45 for the Horde one, a difference it does not explain. Added in patch 11.0.2.
The coordinates are those used for the Vicious Electro Eel: the wiki's 76.8, 65.6; Wowhead's tooltip for the vendor (NPC 73190) has 76.8, 65.4 and 76.8, 65.6. The guide linked is written for the Vicious War Ram and does not name the Skyflayer, but the way to a saddle and the vendor are the same.
Confidence in this entry: medium. Looked up in 2026.
