Chance item in the Blackwater Trove, the cache the Blackwater Cartel gives each time its reputation bar fills again once Exalted. The quest Exalted with the Blackwater Cartel then appears and is handed in to Boatswain Hardee, the Blackwater Quartermaster, at the Port Authority in the north-east of Undermine. A trove holds either the mount or one or two Miscellaneous Mechanica.
Chance 28.03% per try, so about 4 tries on average — Wowhead (read 2026-10-11): the mount in 291 of 1,038 opened Blackwater Troves. The count runs from patch 11.1 (February 2025) and is per opening player. Miscellaneous Mechanica was in 735 of the same 1,038, one or two at a time; the two counts add up to 1,026, which fits what the comments on the other cartels' troves say: Mechanica only when the trove has no mount

Notes and sources
At a little over one trove in four, three or four troves are needed on average, so about a month past Exalted at a trove a week. Nothing limits troves but the reputation: the weekly choice of cartel binds the whole Warband until the reset (from Wowhead's guide, as for the Bilgewater Bombardier), so a week spent on Blackwater is a week not spent on Bilgewater, Steamwheedle or the Venture Company, whose troves hold mounts of their own.
Wowhead's page for the trove (item 237135) lists it as the reward of the quest Exalted with the Blackwater Cartel (85807). Its top comment (2025) says the cartels' trove quests are account-wide, so the quest leaves the quartermaster once one character has claimed that trove, and gives Boatswain Hardee at 63.43, 16.73. The wiki has the quartermaster at 63.4, 16.7 in the Port Authority, used here; Wowhead's tooltip for him was not read. The other comments on the trove are complaints about paragon mounts, one from 2025 by a player still short of Exalted with a first cartel.
The trove binds to the Warband (wiki); the mount item binds when picked up (Wowhead's tooltip) and asks for level 10 (wiki).
The reputation follows the Bilgewater Bombardier and the Steamwheedle Supplier and shares their open points. The cartel's reputation steps and the size of the bar past Exalted were not found (the wiki's page for the faction is a stub; a 2025 Wowhead comment on the Steamwheedle trove speaks of '49,000+ rep each'). What the weekly quests pay today is 1,000 each on the wiki and 2,000 in the Bilgewater Bombardier's notes, since patch 11.1.5 doubled cartel reputation (from Blizzard Watch). Medium confidence for those reasons; the drop count and the place are firm.
The reputation meant is the Undermine cartel of patch 11.1 (the wiki's page is Blackwater Cartel (faction)). Boatswain Hardee also sells the Blackwater Shredder Deluxe Mk 2 for 8,125 Resonance Crystals at Exalted (wiki), a different mount.
The guide linked is the one used for the Bilgewater Bombardier (2025; it names the troves and their mounts but gives no chance). No wow.gg guide to this mount was found. A ground mount, added in patch 11.1.0.
