Chance item in the Steamwheedle Trove, the cache the Steamwheedle Cartel gives each time its reputation bar fills again once Exalted. The quest Exalted with the Steamwheedle Cartel then appears and is handed in to Lab Assistant Laszly, the Steamwheedle Quartermaster, at Steamwheedle Laboratories in the south-west of Undermine. A trove holds either the mount or one or two Miscellaneous Mechanica.
Chance 24.8% per try, so about 4 tries on average — Wowhead (read 2026-10-11): the mount in 254 of 1,024 opened Steamwheedle Troves. The count runs from patch 11.1 (February 2025) and is per opening player. Miscellaneous Mechanica was in 725 of the same 1,024, one or two at a time, which fits what the comments say: Mechanica only when the trove has no mount

line and 30 seconds for a portal. A star marks a portal that needs a quest or other unlock done first.
Notes and sources
At about one trove in four, four troves on average, so about a month past Exalted at a trove a week. Nothing limits troves but the reputation: the weekly choice of cartel binds the whole Warband until the reset (from Wowhead's guide, as for the Bilgewater Bombardier), so a week spent on Steamwheedle is a week not spent on Bilgewater, Blackwater or the Venture Company, whose troves hold mounts of their own.
Wowhead's page for the trove (item 237134) lists it as the reward of the quest Exalted with the Steamwheedle Cartel (85809); its top comment (2025) says the cartels' trove quests are account-wide and gives the quartermaster at 27.12, 72.58. Wowhead's tooltip for Lab Assistant Laszly (npc 231408) has 27.2, 72.4, used here; the wiki has 27.8, 73.4. The trove binds to the Warband (wiki); the mount item binds when picked up (Wowhead's tooltip).
Other comments on the trove: a player with 26 characters got the mount from the first trove, with 165 gold and 73 Resonance Crystals (2025); another opened a first Steamwheedle trove without it (2025).
The reputation meant is faction 2677, the Undermine cartel (the wiki's Wowhead link; its paragon track is 2676); the old goblin faction of the same name from Classic is a different one. Not established: the cartel's reputation steps and the size of the bar past Exalted (the wiki's page for the faction is a stub), and what the weekly quests pay today (the wiki has 1,000 each, the Bilgewater Bombardier's notes 2,000 since patch 11.1.5 doubled cartel reputation, from Blizzard Watch). Medium confidence for those reasons; the drop count and the place are firm.
Laszly also sells the Mean Green Flying Machine for 11,375 Resonance Crystals at Exalted (wiki), a different mount. The guide linked is the one used for the Bilgewater Bombardier (2025; it names the troves and their mounts but gives no chance). A flying mount, added in patch 11.1.0; the item asks for level 30 (wiki).
