Notes and sources
Sold by Boatswain Hardee for 8,125 Resonance Crystals at Exalted with the Blackwater Cartel: the wiki's page for the mount (2026) says that after reaching Exalted it can be bought from him at the Blackwater Marina in Undermine. The journal's 'Cost: 8,125' is Resonance Crystals, and it leaves out the reputation. The wiki's page for the vendor says the same (as read for the Blackwater Bonecrusher).
Where he stands: the wiki's page for Boatswain Hardee has 63.4, 16.7 in the Port Authority, a Wowhead comment 63.43, 16.73. The wiki's page for the mount calls the place the Blackwater Marina instead; one spot, two names for it, and which of them the in-game map shows there was not checked.
Wowhead's item page was not read, so the item's own 'Requires...' line and the sold-by list were not seen. For the sister mounts, the Crimson Armored Growler for the Bilgewater Cartel and the Darkfuse Demolisher for Darkfuse, Wowhead and the wiki agree on standing, price and currency. The place, the coordinates and the reputation requirement follow the Blackwater Bonecrusher.
The faction meant is the Undermine cartel of patch 11.1 (the wiki's page is Blackwater Cartel (faction)). The way to Exalted and its time are the weak part, hence medium confidence: the cartel's reputation steps and what the weekly quests pay today could not be established (the wiki has 1,000 each, the Bilgewater Bombardier's notes 2,000 since patch 11.1.5 doubled cartel reputation). The weekly choice of cartel binds the whole Warband until the reset, so a week spent on Blackwater is a week not spent on Bilgewater, Steamwheedle or the Venture Company. Once Exalted, each further filling of the bar gives a Blackwater Trove at the same vendor with a chance at another mount, the Blackwater Bonecrusher.
The guide linked is the one used for the Bilgewater Bombardier and the Blackwater Bonecrusher (2025). A ground mount, added in patch 11.1.0 (25 February 2025); the item asks for level 30 and binds when picked up (wiki, Wowhead's tooltip).
