That cartel is the fifth one and is not chosen like the others: it opens after the Undermine(d) story's raid quest, and its standing is bought from Sitch himself with Market Research found around Undermine.

Notes and sources
Sold by Sitch Lowdown (npc 231396) for 11,375 Resonance Crystals at Revered with Darkfuse Solutions (2669). The journal's 'Cost: 11,375' is Resonance Crystals: Wowhead's sold-by list (2026) shows Sitch alone at 11,375 of currency 2815, and the wiki's table for the faction has the mount in its Revered row at the same price. The item reads 'Requires Revered reputation with the Darkfuse Cartel in Undermine', and a 2025 comment confirms Revered. The wiki files the faction under Warband reputations.
The place: the wiki and Wowhead's guide have Sitch at 30.6, 38.8 (Wowhead's tooltip 30.4-30.6, 38.8), in a warehouse entered by the Sewer Grate at 29.7, 41.1 outside Sanitation Thrift (wiki).
The reputation is the long part and its time is the weak figure. The 13 hours are S.C.R.A.P. Heaps only, by one player's arithmetic (2026: 14 Market Research a chest, 2.6 minutes a heap), which a 2026 reply calls still right; an earlier comment (2025) took about 25 hours for 7,700, much the same rate.
Every faster way players found has been closed: Comments of 2026 say ordinary creatures now drop next to nothing.

Reputation events help: commenters of 2025 and 2026 say the Winds of Mysterious Fortune buff now counts for this faction (800 a box with it and two smaller buffs), which would halve the Market Research needed while it runs; it comes and goes.
Sources disagree on Market Research itself: Wowhead's guide (2025) says it cannot be moved within the Warband, four commenters (2025) say it can. From the same guide: Sitch also sells, for Resonance Crystals, three items that raise the Market Research creatures drop (a supplement at Neutral, an auto-advertiser at Friendly, a test model at Honored) and the summoning item for the Darkfuse Precipitant at Friendly. Past Exalted the faction's trove can hold another mount.
Whether Raid Finder counts for the raid quest was not read; the wiki names Story Mode and any regular difficulty. The campaign hours were not measured.
A ground mount: commenters of 2025 and 2026 note that it cannot fly. One commenter (2025) bought it a second time because the vendor did not yet mark it as known. Added in patch 11.1.0; the item binds when picked up.
