The journal's cost of 5,000 is Timewarped Badges. No place is given above because the vendor changes with the event.
The mount was first the reward of the achievement Master of the Turbulent Timeways III in the Turbulent Timeways event of summer 2025 (added in patch 11.1.7, 17 June 2025), and has been on the Timewalking vendors since patch 11.2.7 (2 December 2025; wiki); that event is over, so the vendors are the way now.
Wowhead's sold-by list for the item (2026) has eleven sellers, each at 5,000 of that currency. Where they stand, by Method's 2026 list:

Method says they only appear during their own event's week and always in the same place.
Badges: the wiki's Timewarped Badge page has 10 for finishing a dungeon, its Timewalking page 25 since patch 11.1.7. The currency is tagged as transferable within the Warband, and the wiki does not say whether the 500-badge quest is once per character or per account.
The wiki's Timewalking page says the mounts of past Turbulent Timeways events are sold by all Timewalking vendors for 5,000 badges; the part of its Timewarped Badge page that was read lists the corsair under Kiatke, and Wowhead's list has all eleven.
The item binds when picked up and asks for level 10 (wiki). When the next Timewalking week falls was not looked up; the in-game calendar has it.
