Notes and sources
This is the Horde's Wooly Mammoth (item 44231); the Alliance's Wooly Mammoth is a separate mount (item 44230) from the same vendor at the same price.
The journal gives the zone as Crystalsong Forest because this is the Dalaran that floats above it; on the map the city is its own zone. Mei Francis is neutral (the wiki lists her as friendly to both factions) and stands by Krasus' Landing: the wiki has her at 58, 42, and the place given above is 58.0, 42.4, the same point as for her other mounts.
She belongs to the Kirin Tor, whose standing lowers her prices: the wiki's list of her wares shows these reins at 10,000 and at 8,000 gold, the second being 20% off. The full price is counted here.
The price has been 10,000 gold since patch 6.0.2; before that the reins cost 2,175 Justice Points and, earlier still, 200 Emblems of Heroism (wiki, page edited 2026). Buying it also earns the achievement Wooly Mammoth. Needs level 17 and Apprentice Riding by the wiki (since patch 9.0.1). Wowhead's tooltip agrees with the journal and the wiki.
