Notes and sources
Horde characters only (the journal; the wiki's 'Horde Only'); the Alliance's twin is the Armored Snowy Gryphon, from the same vendor. It flies only once the character can fly.
Mei Francis stands in the Dalaran above Crystalsong Forest, which is what the journal's zone means; the portal room in Orgrimmar has a portal there. The coordinates given above are one of Wowhead's tooltip positions for her (57.2-58.6, 40.4-43.6), the same as for the gryphon; the wiki gives 58, 42. The wiki notes a Mei Francis in the Broken Isles' Dalaran as well, added in patch 7.0.3; whether that one sells this mount was not looked into.
She belongs to the Kirin Tor, whose standing lowers her prices; mages start at Friendly. The wiki's table for her lists this mount at 2,000 and at 1,600, which reads as the price at Neutral and at Exalted. The notes for the gryphon have the steps in between, from wow.gg:

The item asks for level 27 and Apprentice Riding since patches 9.0.1 and 9.0.2 (wiki).
