A chance from the Cracked Egg. Geen, the Oracles' quartermaster at Rainspeaker Canopy in Sholazar Basin, sells a Mysterious Egg for 3 gold to a character who is Revered with The Oracles; three days later it turns into a Cracked Egg in the bags, which holds Aged Yolk, one of four pets or, rarely, the reins. Only one egg can be held at a time, so it is one try every three days for each character with the reputation.
Chance 5.85% once a week, so about 17 tries on average — Wowhead, Cracked Egg (item 39883), read 2026-10-11: Reins of the Green Proto-Drake 5,787 times in 98,861 opened eggs. The count is pooled over every year since 2008 and the chance was raised slightly in patch 4.0.3a (wiki), so the present chance may be a little above this. One egg every three days for each character; this field has no such value and weekly is used

Notes and sources
Geen sells the egg at 54.4-54.6, 56.2 (Wowhead's tooltip). About 17 eggs are expected at 5.85%, some 51 days for one character; every further character that is Revered with The Oracles can keep an egg of its own.
No source read mentions any protection against bad luck. wow.gg (updated 2026) says each egg is independent and guesses 2 to 6% without giving a source, and comments on Wowhead tell of 80, 88 and over 100 eggs without the mount.

If the wrong captive dies at Artruis, the wiki says to wait for him to come back and do the fight again; a character that sided with the Frenzyheart Tribe can change sides the same way. wow.gg puts the road to Revered at two to three weeks from Friendly; this guide follows the wiki's figure from Honored, the standing that choice gives.
The egg needs no minimum level beyond reaching the vendor; the reins need level 10 on Wowhead and 27 on the wiki.
The reins also turn up now and then on the Black Market and, by wow.gg, very rarely in the Satchel of Exotic Mysteries from a Call to Arms dungeon; neither is counted here.
