The journal's cost of 5,000 is Timewarped Badges (Wowhead's sold-by list: currency 1166, 5,000 at each vendor). There is no single place to go, because the vendor changes with the event. Wowhead's item page lists eleven sellers: The Bronze Aquilon's notes give a guide's coordinates for each.

The mount came with Turbulent Timeways IV (2 December 2025 - 10 February 2026). The achievement Master of the Turbulent Timeways IV gave Ta'readon's Mount Voucher, good for one of four bronze Shadowlands mounts (this one, the Bronze Aquilon, the Bronze Corpsefly, the Bronze Gravewing), after which the other three cost 5,000 badges each (wiki; Blizzard's 2025 post). That achievement can no longer be earned, and the two Wowhead comments on the item (2025 and 2026) say the mounts then showed on the vendors only for a character that had handed the voucher in.
Wowhead's Turbulent Timeways guide (updated 2026) gives the rule that should have ended that: 'the unique mount rewards become available for purchase from Timewalking vendors when the next Turbulent Timeways event begins', at 5,000 badges each, and it lists this harness (item 257511) among the old rewards. The next event, Turbulent Timeways V, began on 30 June 2026. Blizzard's post says the same of earlier events' rewards ('can be found on the Timewalking vendor any week').
Medium confidence, because nothing dated after 11 August 2026, when Turbulent Timeways V ended, was found that confirms a character without the voucher sees it at the vendors today: Wowhead has no comment newer than January 2026, and the wiki's pages for the mount and the event (edited 2026) still describe only the voucher arrangement. By the Bronze Aquilon's notes, warcraftmounts.com disagrees and names only the Shadowlands vendor.
The covenant restrictions on these Shadowlands models were lifted for the bronze versions (Blizzard's post). Badges are transferable within the Warband (wiki). The item binds when picked up and asks for level 10 (wiki). The journal files the mount under Drop, but its own text and every source say vendor.
