Mei Francis stands in the Dalaran above Crystalsong Forest; Wowhead also lists a Mei Francis in the Broken Isles' Dalaran selling the same reins.
The price is 20,000 in Wowhead's own tooltip, the journal, the wiki and the game's item table, and this guide keeps 20,000. Wowhead's item page (as read in 2026) lists the reins at 50 gold from both Mei Francis entries; a look at her window in the game would settle it.
She belongs to the Kirin Tor, whose standing lowers her prices. Wowhead comments (2009 to 2015) give 19,000 at Friendly, 18,000 at Honored, 17,000 at Revered and 16,000 at Exalted, while a wow.gg guide (2026) has no discount at Friendly, 19,000 at Honored and 18,000 at Revered; both end at 16,000. Nothing newer than 2015 was found on Wowhead for the discount.
The Horde's Traveler's Tundra Mammoth is a separate mount (item 44234) from the same vendor at the same price; the wiki says the reins have been account-bound across both factions since patch 5.1.
The mammoth carries two vendors, Gnimo for repairs and Hakmud of Argus for general goods. It needs level 17 and Apprentice Riding by the wiki; the game's item table has the required level as 10.
