Northrend's tailoring trainers teach the recipe Flying Carpet at Northrend Tailoring 1; it takes 6 Bolts of Imbued Frostweave, 4 Iceweb Spider Silk, 4 Green Dye and 5 Heavy Silken Thread. The character has to know Tailoring, both to learn the mount from the item and to ride it afterwards.

Notes and sources
The place given above is the trainer: the carpet is crafted anywhere once the recipe is known. The journal says only 'Profession: Tailoring'. Trainers by Wowhead's taught-by list:
- Charles Worth in Dalaran, for both factions; his shop is Talismanic Textiles by wow.gg, and Wowhead's tooltip puts him at 36.2-37.0, 33.2-33.6

wow.gg stresses that the Northrend recipes are taught only in the old Dalaran over Northrend, not in the one above the Broken Isles.
The recipe is the same in the wiki, in Wowhead's created-by list (spell 60969) and at wow.gg. It has been this one since patch 8.0.1 (July 2018), which also lowered the requirement from Tailoring 300 to Northrend Tailoring 1 (wiki). A bolt of imbued frostweave is 2 Bolts of Frostweave and 2 Infinite Dust, a Bolt of Frostweave 5 Frostweave Cloth (wiki).
The item is not bound until it is used (Wowhead's tooltip shows no binding line; Warcraft Mounts), so it can be sold on the auction house; that is a mention only. Learning it from the item still takes Northrend Tailoring (Wowhead's tooltip: Requires Northrend Tailoring (1)).
Who can ride it: Warcraft Mounts says any character on the account with a Tailoring skill of at least 1, wow.gg that the carpets are for tailors only and become unavailable when Tailoring is dropped. A 2018 Wowhead comment adds that the mount still counts towards mount achievements after Tailoring is unlearned. A character that will not keep Tailoring therefore gets the collection entry but not a mount it can ride.
