Notes and sources
The journal's "Cost: 100" is 100 Champion's Seals (wiki, Wowhead's Argent Tournament guide, wow.gg). About 18 days of dailies in all for a night elf starting from nothing, 23 for another race; wow.gg (updated 2026) says 18 to 22 and 23 to 27.
The coordinates given above are Wowhead's tooltip for Rook Hawkfist (NPC 33653), 76.2, 19.2. Irisee, who sells the Exodar Elekk, is recorded at the same spot, and Derrick Brindlebeard a step away at 76.4, 19.4.

Champion of Darnassus is taken as the requirement here, as for the other 100-seal city mounts; it was not confirmed in the game.
More seals a day are possible: heroic Trial of the Champion, and the further dailies that open with Exalted Argent Champion and with A Silver Confidant; wow.gg counts 12 to 14 a day with the Crusader title. Champion's Seals can be moved between the characters of a Warband since patch 11.0.0 (wiki).
Rook also sells the Swift Moonsaber, for 500 gold and 5 seals.
