Wowhead's Argent Tournament guide (updated 2022) says a city's quartermaster opens to you once you are that city's Champion, while its mount table speaks of an Exalted Champion. Wowhead's tooltip for the item (45590, as read in 2026) carries no reputation line, so this guide stays with Champion of the Exodar. The same guide gives draenei and Lightforged draenei the Exodar as their first city.
