line and 30 seconds for a portal.
Notes and sources
The journal leaves out the reputation. Harb's own words to a character he will not sell to are 'Until the elders of Thunder Bluff consider you to be exalted, I cannot offer you the sale of a kodo' (wiki). Whether a Highmountain tauren counts as a tauren for this vendor was not established.
Harb stands at 47.49, 58.61 (wiki). He sells the Brown, Gray and White Kodo for 1 gold each and the three Great kodos for 10. The item binds when picked up and asks for level 10 since patch 9.0.1 (wiki).
Wowhead's page for the mount was not read; its tooltip gave the vendor, zone and cost, and the wiki settles the rest.
