Notes and sources
Kall Worthaton stands in the Orgrimmar Embassy by his wiki page and the key's; Method gives 38.11, 77.65 there. Wowhead's tooltip for him (npc 48510, as read in 2026) has a point at 38.2, 78.0 beside his old ones in the Goblin Slums (36.0 to 36.6, 86.4 to 86.6) and a stray one at 41.0, 9.2. The wiki's page for the faction still gives the Goblin Slums (36.2, 86.6).
The journal leaves out the reputation. The wiki's page for the key: 'Kall will only sell to goblins or characters who are exalted with the Bilgewater Cartel'; his own page quotes his refusal to anyone else. He also sells the Goblin Trike Key for 1 gold on the same terms, so the one reputation opens both.
The price is 10 gold by the journal, Wowhead's tooltip, the wiki's page for the key and Method; the wiki's vendor table shows 8 gold, which is the 10 gold price with the Exalted discount. Method's guide is written around the Goblin Trike and lists the Turbo-Trike at 10 gold from the same vendor on the same terms.
The tabard seller, Frizzo Villamar, stands at 50.0, 56.6 in Orgrimmar by the wiki and at 50.27, 58.36 by Method, which also gives the Shattrath portal at 57.48, 91.59 and The Botanica at 74.18, 57.86 in Netherstorm. The wiki's Championing page says level 70 Burning Crusade dungeons give capital reputation through Exalted.
Other ways to the reputation (wiki): quests in Azshara, the Cape of Stranglethorn, Thousand Needles, Tanaris and Twilight Highlands, and the Argent Tournament. Where a character that is not a goblin starts with the Bilgewater Cartel was not established.
The key has asked for level 17 and Apprentice Riding since patch 9.0.1 (wiki). Wowhead's guide is a player's list (updated 2024) that names the key under Kall Worthaton and gives the rule of Exalted or of the race, nothing more.
Confidence in this entry: high. Looked up in 2026.
