line and 30 seconds for a portal.
Notes and sources
The vendor sells the Blue, Green and Unpainted Mechanostriders at the same price and three swift ones at 10 gold. Wowhead's tooltip and the wiki give the same coordinates for her. The item asks for level 10 (wiki, since patch 9.0.1).
The journal leaves out the reputation. The wiki's page for the vendor says 'Only gnomes can buy from Milli by default; other characters must be exalted with Gnomeregan', and her gossip says the same. That was not confirmed in the game, and whether a mechagnome counts as a gnome here was not established (the wiki's Gnomeregan page does not mention mechagnomes). The mount is account-wide once learned, so any gnome on the account can buy it for 1 gold and skip the reputation.
The wiki says a city tabard has worked in dungeons of any level since patch 4.0.3a, but it gives no amounts for the capital cities and does not say whether this still holds in current patches. Where a non-gnome starts with Gnomeregan was not looked up, so 42,000 from Neutral may overstate it. The tabard is also sold by Rillie Spindlenut at the Argent Tournament Grounds.
Guide: Wowhead's is a user-submitted list (updated 2024) of every racial mount with its vendor and the rule that they are bought 'by being Exalted with their respective faction, or by being the race it's part of'; it names this mount and this vendor but does not say how the reputation is earned.
