About 145 daily kills expected at 0.69%. High Priestess Kilnara in the same dungeon drops the Swift Zulian Panther, so one visit can try for both; the time on the spot is an estimate for going straight to Mandokir and back out, as for the panther.
In the fight Mandokir beheads a player outright now and then, and the Chained Spirits around the arena bring the dead back (wiki). The entrance is from the game's own table.
The wiki also names the reins among the mounts that can come out of the Reins of the Quantum Courser, a Mythic drop of Chrono-Lord Deios in Dawn of the Infinite; that is a different item and not the route described.
