Sold for 270 Love Tokens by the Lovely Prizes and Heirlooms vendor at the Gala of Gifts while Love is in the Air is on: Kiera Torres outside Stormwind's front gate for the Alliance, Lythianne Morningspear near Rocktusk Farm outside Orgrimmar for the Horde. Love Tokens come from the holiday's opening quests, its two daily quests and the daily Heart-Shaped Box.

Notes and sources
Since patch 10.2.5 (January 2024) the mount is sold by Kiera Torres and Lythianne Morningspear, still for 270 Love Tokens (the wiki's patch notes). The journal still names the Lovely Merchants of Stormwind and Orgrimmar, with a bare 'Cost: 270'.
Kiera Torres stands at 32.2, 50.5 in Elwynn Forest (wiki; the same as for the Heartseeker Mana Ray). Lythianne Morningspear is at 41.8, 17.2 in Durotar by Wowhead's tooltip for her (NPC 214481); the wiki gives no coordinates for her.
The 2026 holiday ran from 9 to 23 February (wiki). Wowhead's guide (updated 2026) gives 8 to 22 February 2027, ending at 10 AM Pacific, so when this was checked it was four months away; it lists this mount at 270 Love Tokens with the Lovely Prizes and Heirlooms vendors. The wiki adds that a holiday reward's return the next year is never promised.
Over the fourteen days the guide reckons 500 to 584 tokens from the opening quests, the dailies and the box, or 640 to 724 with the donation. The daily donation is the other source of tokens and is not counted under Before you go, because it turns gold into tokens: up to 10,000 gold a day to Galvus Ironhammer (Alliance) or Torgando Featherhoof (Horde) brings 5 or 10 tokens by mail.
The tokens have been bound to the Warband since patch 11.0.7 (wiki; stack of 9,999), so several characters' tokens can in principle be pooled. Kiera Torres sells the Heartseeker Mana Ray for another 270 tokens; one character earns enough for one of the two in the first week and the other in the second.
The wiki's tooltip for the mount shows level 10 and no binding, and Wowhead's tooltip has no binding either, so this mount, unlike the Mana Ray, can probably be passed on; a mention only.
