Sold as Reins of the Great Red Dragon Turtle for 10 gold by the dragon turtle breeder at the pandaren camp in each capital: Old Whitenose in Stormwind, Turtlemaster Odai in Orgrimmar. A pandaren buys it outright; a character of any other race has to be Exalted with the Tushui Pandaren (Alliance) or the Huojin Pandaren (Horde) first.

line and 30 seconds for a portal.
Notes and sources
The journal and the mount's own wiki page leave out the reputation. The wiki's page for Old Whitenose states it ('Only pandaren can buy from Old Whitenose by default; other characters must be exalted with the Tushui Pandaren') and lists these reins at 10 gold. For Odai, the Horde side of the rule rests on the other dragon turtles' notes, which read his page: he speaks of it to a non-pandaren who is not yet Exalted. It was not confirmed in the game.
The one reputation opens all twelve dragon turtles these two sell (six at 1 gold, six Great ones at 10; wiki).
The tabards: the wiki's page for Old Whitenose says the Tushui Tabard moved from him to the quartermaster Adherent Hanjun in patch 5.2, and the Pandaren Kite's notes have the Huojin one with Disciple Jusi at the Orgrimmar camp; the Great Brown Dragon Turtle's notes read it the other way from the tabards' own pages. All stand at the same camps.
The time to Exalted is the soft part. Method's and wow.gg's guides for the Darkspear Trolls, earned the same way with a city tabard, speak of one to two hours of resetting The Botanica on Normal (as given for the Swift Olive Raptor); nothing found says this of the pandaren tabards in so many words.
The coordinates are those of the other dragon turtles, so that the turtles count as one stop: the wiki puts Old Whitenose at 67.7, 18.5, and Odai's were not read again. No Wowhead page was opened for this mount.
Three item ids are tied to the mount: 82811 and 91010 are both called Reins of the Great Red Dragon Turtle, and Wowhead's tooltips give both the same two vendors at 10 gold; 91016 was not read. The reins bind when picked up and have asked for level 17 and Apprentice Riding since patch 9.0.1 (wiki).
