Sold for 1 gold by the dragon turtle breeder at the pandaren camp in each capital: Old Whitenose in Stormwind, Turtlemaster Odai in Orgrimmar. A pandaren buys it outright; a character of any other race has to be Exalted with the Tushui Pandaren (Alliance) or the Huojin Pandaren (Horde) first.

line and 30 seconds for a portal.
Notes and sources
Only pandaren can buy from Old Whitenose by default; other characters must be Exalted with the Tushui Pandaren. That is the wiki's page for him; the journal and the mount's own wiki page leave the reputation out. Odai's page only quotes what he tells a non-pandaren who is not yet Exalted, that the turtles are kept for the most trusted allies. It was not confirmed in the game.
The same two vendors sell all twelve dragon turtles on the same terms, the six plain ones at 1 gold and the six great ones at 10. The wiki says the two quartermasters took over the tabards in patch 5.2; the tabard's price was not read for this mount.
The coordinates are those of the Brown Dragon Turtle, so that the turtles count as one stop: the wiki puts Old Whitenose at 67.7, 18.5 and gives none for Odai, whose figure is Wowhead's as read for the Brown Dragon Turtle and was not read again.
The game has two item ids for these reins (87795 and 91008); the wiki describes one item sold by both vendors.
