Sold for 1 gold by the dragon turtle breeder at the pandaren camp in each capital: Old Whitenose in Stormwind, Turtlemaster Odai in Orgrimmar. A pandaren buys it outright; a character of any other race has to be Exalted with the Tushui Pandaren (Alliance) or the Huojin Pandaren (Horde) first.

Notes and sources
A pandaren skips the reputation, and the mount is account-wide once learned, so on an account with a pandaren that character buys it. The journal leaves the reputation out. The wiki's page for Old Whitenose says 'Only pandaren can buy from Old Whitenose by default; other characters must be exalted with the Tushui Pandaren'; its page for Odai only quotes what she tells a non-pandaren who is not yet Exalted, that the turtles are for 'our most trusted allies'. Neither was confirmed in the game.
The 42,000 reputation given assumes a start at Neutral; the wiki marks its per-dungeon reputation figures as possibly inaccurate.
On the tabard the wiki disagrees with itself: its page for the Tushui Tabard still names Old Whitenose as the seller and asks Friendly, while the pages for Old Whitenose and Adherent Hanjun have the tabard moved to Hanjun in patch 5.2 and sold at Neutral, as Disciple Jusi's page has the Huojin one.
Odai's coordinates are from Wowhead's tooltip (69.4-69.8, 40.4-41.6). Old Whitenose is at 67.7, 18.5 on the wiki; the figure given is the one the other dragon turtles use, so that they count as one stop. The same vendors sell the other dragon turtles on the same terms.
Two item ids are tied to the mount, 87796 and 91009, presumably one for each faction's vendor; the wiki's page is for 91009, and which is which was not looked up. The item asks for level 10 since patch 9.0.1 (wiki).
Confidence in this entry: medium. Looked up in 2026.
