Sold for 1 gold by the dragon turtle breeder at the pandaren camp in each capital: Old Whitenose in Stormwind, Turtlemaster Odai in Orgrimmar. A pandaren buys it outright; a character of any other race has to be Exalted with the Tushui Pandaren (Alliance) or the Huojin Pandaren (Horde) first.

Notes and sources
A pandaren of level 10 skips the reputation, so on an account without one a new pandaren (about an hour to reach its capital, an estimate) is the shorter way. The journal leaves the reputation out; the wiki's page for Old Whitenose and guides updated in 2026 state it. It was not confirmed in the game.
Odai's coordinates are Wowhead's (69.4-69.8, 40.4-41.6); a wow.gg guide's 72.4, 33.6 is wrong. Old Whitenose is at 67.7, 18.5 on the wiki; the figure given matches the Purple Dragon Turtle's, so both count as one stop. The same vendors sell the other dragon turtles on the same terms.
