Sold for 10 gold by the dragon turtle breeder at the pandaren camp in each capital: Old Whitenose in Stormwind, Turtlemaster Odai in Orgrimmar. A pandaren buys it outright; a character of any other race has to be Exalted with the Tushui Pandaren (Alliance) or the Huojin Pandaren (Horde) first.

- Exalted with the Tushui Pandaren (Alliance) or Huojin Pandaren (Horde), unless the buyer is a pandaren: the faction tabard, 10 silver from Adherent Hanjun in Stormwind or Disciple Jusi in Orgrimmar, turns dungeon reputation into theirs · about 3.5 h

Notes and sources
The reputation takes no time on a pandaren or on a character that is already Exalted, and the mount is account-wide once learned. The one standing opens all twelve dragon turtles these two sell (six at 1 gold, six Great ones at 10).
The journal and the mount's own wiki page leave the reputation out. The wiki's page for Old Whitenose states it ('Only pandaren can buy from Old Whitenose by default; other characters must be exalted with the Tushui Pandaren') and lists the Great Blue reins at 10 gold. Odai's page lists them at 10 gold too but states no rule, only a line he says to a 'pre-exalted non-pandaren'. It was not confirmed in the game, hence medium confidence.
Tabards: the wiki says the Tushui Tabard moved from Old Whitenose to Adherent Hanjun and Odai's quartermaster duties to Disciple Jusi in patch 5.2.0. The 10 silver and the per-dungeon reputation figures are taken from the other dragon turtles' notes, not read again.
The coordinates are those of the other dragon turtles, so that the turtles count as one stop: the wiki puts Old Whitenose at 67.7, 18.5 (west of the Eastern Earthshrine) and gives none for Odai, whose point is Wowhead's as read for the Brown Dragon Turtle; neither was read again from Wowhead.
The item asks for level 17 and Apprentice Riding since patch 9.0.1 (wiki). The journal lists two items for the mount, 87803 and 91013; only the first was looked at (Wowhead's tooltip for it names both vendors at 10 gold and says it binds when picked up).
Confidence in this entry: medium. Looked up in 2026.
