Sold for 10 gold by the dragon turtle breeder at the pandaren camp in each capital: Old Whitenose in Stormwind, Turtlemaster Odai in Orgrimmar. A pandaren buys it outright; a character of any other race has to be Exalted with the Tushui Pandaren (Alliance) or the Huojin Pandaren (Horde) first.

line and 30 seconds for a portal.
Notes and sources
The reputation takes no time on a pandaren or on a character that is already Exalted, and the one reputation opens all twelve dragon turtles these two sell.
The journal and the mount's own wiki page leave the reputation out. The wiki's page for Old Whitenose states it: only pandaren can buy from him by default, and other characters must be Exalted with the Tushui Pandaren. Odai's page only quotes what he says to a non-pandaren who is not yet Exalted. It was not confirmed in the game.
The wiki has the Tushui Tabard sold by Old Whitenose himself, from Friendly, and the Huojin Tabard by Odai; the notes for the Brown and Purple Dragon Turtles name the camps' quartermasters instead.
The coordinates are those of the Brown Dragon Turtle, so that the turtles count as one stop: the wiki puts Old Whitenose at 67.7, 18.5, and Odai's were not read again from Wowhead.
